Positions are not downloaded: the site fetches fresh orbital element sets a few times a day and your browser propagates every orbit with the SGP4 model, thousands of times per second. What you see is genuine celestial mechanics, computed here — always at the current moment, in real time.

This is the tracked catalog — objects big enough (roughly a softball and up) for ground radar to follow. Millimetre and centimetre debris are millions more; nobody has their orbits.
